Capital Projects Committee – Municipal Water
Meeting Minutes
Monday, September 8, 2014

Present: John Knight, Selectman, Fred Guidi, Sheila Vanderhoef, Town Administrator

The meeting was called to order at 9:02 AM.
Mr. Guidi began the meeting with a discussion about posting a monthly update of the Municipal Water Project on the Town’s homepage in the area where there is currently public information concerning the project. The committee agreed that a brief monthly update of the prior month’s progress would be helpful to the taxpayers. Ms. Vanderhoef agreed to seek the approval from the full Board of Selectmen.
The committee then discussed potential interview topics and questions for the independent project manager on the water project. The tender for these services will go out shortly and some number of qualified respondents will be brought in for interviews.
Ms. Vanderhoef updated the committee on the progress of the easements that will need to be in place for the project to move forward. There are two types of easements that will be needed; private roads and cross-country (between lots). The Water Commissioners will use their authority to take both types of easements. The Town assessor’s office and legal counsel, Koppleman & Page are both working to create the appropriate easement documents. Iti is anticipated the work will be completed with no impact on the project schedule.
The Committee received an initial review of several spreadsheets related to the cash flow needs over the life of the project along with a potential debt schedule.
The preliminary agenda for the next meeting was discussed.
The Committee agreed that the next meeting will be held on Monday, September 22, 2014
